I agree with you. The difference is in the focus each book form takes. The people of God referenced in the prophetic writings were indeed trying to make sense of their plight and challenges. In so doing, the prophetic texts articulated a that good and obedience to God yields blessing, disobedience to God yields hardship and curse.
Wisdom writing exclusively addressed living and maintaining righteous living through all seasons, both good and bad. Personal action or communal action and God's response was not the theme here, I agree.
