I believe that the claim that Isaiah 7 is referring to events in the time of First Isaiah is convincingly true. Based, mostly off of the notes in NOAB5, I find that the flow of scripture describing the Syro-Ephraimite alliance and Ahaz concerns to follow history as we are able to identify it. I found it interesting that the notes on the bottoms of pages 990-991, point out that Isaiah's prophecy of the defeat of the northern kingdom and prosperity of the Davidic throne did not complete come true. Yet, it is possible that if Ahaz, king of Judah, had listened to Isaiah, he would not have had to ask Assyria for defensive help from the Syro-Ephraimite alliance, and therefore would not have been indebted to Assyria who eventually ruled over them before the Babylonia Era. However, there does still seem to be debt over the prophecy of a child born to a young woman/virgin named Immanuel and if this is related to Isaiah, King Ahaz, or Jesus.
